Türkiye de kamu harcama türlerinin ekonomik büyümeye etkisi

Abstract

Kamu harcamaları milli gelirin önemli bir bileşeni olup, ekonomik büyümeyi büyük oranda etkilemektedir. Kamu harcamalarının ekonomik büyüme üzerindeki etkileri ile ilgili çok geniş bir literatür mevcuttur. Keynesyen görüş kamu harcamaları ile ekonomik büyüme arasında pozitif bir ilişki olduğunu savunurken, literatürde yer alan bazı çalışmalarda ise kamu harcamalarının ekonomik büyümeyi negatif yönde etkilediği iddia edilmektedir. Bu çalışmanın amacı, 1980-2017 dönemine ait verilerden hareketle, Türkiye'de kamu harcamalarının ekonomik büyüme üzerindeki etkisini analiz ederek, literatürdeki benzer çalışmalara katkı sağlamaktır. Bu doğrultuda değişkenler arasındaki ilişkinin testi için ARDL analizi kullanılmış olup, bulgulara göre Türkiye'de kamu harcamaları ile ekonomik büyüme arasında pozitif ve anlamlı bir ilişki olduğu tespit edilmiştir.

Government spending is an important component of national income and affect economic growth to a great extent. There is an extensive literature on the effects of government spending on economic growth. While the Keynesian view argues that there is a positive relationship between government spending and economic growth, some studies in the literature claim that government spending affect economic growth negatively. The aim of this study is to analyse the effect of government spending on economic growth in Turkey, by using data from the period 1980-2017 and by doing so, to contribute to the related literature. According to the findings of ARDL analysis that used to test the relationship between the variables, it is determined that, there is a positive and significant relationship between government spending and economic growth in Turkey.
