11th Development plan and the role of universities

Abstract

21st century dynamics and factors which have roles on development of societies are tranforming drastically along with digitalization systems and data based technologies. Although information and knowledge have strong values, systems that has more analyzing capacity than human are coming into prominence. This transformation does not only cause generating new type of businesses and business models but also forces to develop new type of skills and competencies. In this study, 11th Development Plan has been investigated and technopremise and industrypremise level of universites that thought has a significant role on process are figured out. In 11th Devleopment Plan which consists innovation, digitalization and added-value based targets, it is conclueded that in addtion to train and educate students and improve academicians’ skills, universities should create an eco-system that will be able to generate ntrepreneurs.Ability to transform knowledge generated by universities into value will have a critical role on realizing targets which are high potential to create high value on 11th Development Plan.
