Rusya-Ukrayna Savaşı: Ulusötesi coğrafyada yabancıların konut fiyatlarına etkisi (Alanya örneği)

Abstract

24 Şubat 2022 tarihinde Rusya-Ukrayna Savaşı'nın başlaması ile ortaya çıkan kriz çevre ülkeleri de etkilemiştir. Savaşan bu iki ülkeden zorunlu veya gönüllü ayrılan kişiler başka ülkelere göç ettiler. Bu kişiler gittikleri ulusötesi coğrafyalarda belirli bölgelerde sayıca fazla olmaları nedeniyle sosyo-ekonomik anlamda bazı değişimlerin ortaya çıkmasına neden olmaktadır. Bu değişimlerden en önemlisi yabancıların zorunlu olarak barınmak için ihtiyaç duydukları konut sektöründe meydana gelmiştir. Rusya ve Ukrayna'dan gelen yabancıların soğuk iklim bölgelerinde bulunmaları nedeniyle yaz turizminde de ilgi gösterdikleri Türkiye'nin güney kıyılarına daha fazla ilgileri oldukları bilinmektedir. Araştırmanın evrenini oluşturan Alanya ilçesi de barındırdığı beşeri ve fiziki özellikleri nedeniyle Rus ve Ukraynalı yabancıların tercih ettikleri bölgelerden birisi olmaktadır. Çalışmada yabancıların Alanya'yı tercih etmelerine sebep olan coğrafi özellikler ayrıntılı olarak açıklanmıştır. Bu anlamda Alanya ilçesine gelen kişilerin konut piyasasına etkilerini yansıtmak için bazı devlet kurumlardan temin edilen yabancılar ile ilgili ikincil veri kaynaklarına yer verilmiştir. Elde edilen bu veriler yorumlanarak yabancıların ilçedeki aksiyonları ortaya konulmuştur. Çalışmanın asıl amacını oluşturan yabancıların konut piyasasına etkilerini saptayabilmek için sahaya inilerek doğrudan gözlemler yapılmıştır. Bölgede yaşayan yerel halk ve emlakçılar gibi paydaşlar ile mülakatlar gerçekleştirilmiştir. Elde edilen cevaplar coğrafi bakış açısı ile değerlendirilerek sonuçlara yer verilmiştir. Aynı zamanda bu durumu ortaya çıkaran yanlış politikalar belirlenerek konu ile ilgili çözüm önerileri sunulmuştur.

The crisis that emerged with the start of the Russia-Ukraine War on February 24, 2022, also affected the surrounding countries. People who left these two warring countries, either forced or voluntary, migrated to other countries. These people cause some socio-economic changes in certain regions of the transnational geographies they migrate to. The most important of these changes has occurred in the housing sector, where foreigners necessarily need shelter. It is known that foreigners from Russia and Ukraine are more interested in the southern coasts of Turkey, where they are also interested in summer tourism due to their location in cold climate regions. Alanya district, which constitutes the population of the research, is one of the regions preferred by Russian and Ukrainian foreigners due to its human and physical characteristics. In the study, the geographical characteristics that cause foreigners to choose Alanya are explained in detail. In this sense, to reflect the effects of these people on the housing market, secondary data sources regarding foreigners obtained from some government institutions are included in the study. These obtained data were interpreted and the actions of foreigners in the district were revealed. In order to determine the effects of foreigners on the housing market, which is the main purpose of the study, direct observations were made in the field. Interviews were conducted with stakeholders such as local people living in the region and real estate agents. The answers obtained were evaluated from a geographical perspective and the results were included. At the same time, the wrong policies that caused this situation were determined and solution suggestions were offered.
