Republic of Turkey and Germany signed in 1961, “Turkish Labor Agreement” began after the first official Turkish immigration to Europe. Working for Turkish citizens who migrate to Europe over Turkey failed to develop a comprehensive policy for the first time in the first stage even though the workers were found in the advice and recommendation will go to Europe.
