Cumhuriyet Döneminde gayrimüslim milletvekilleri ve faaliyetleri (1923-1964)

Abstract

The Ottoman State has grouped the subjects under its own administration according to their beliefs for various reasons as a requirement of social structure. This situation defined as the Nation System didn’t function in the same way during the Ottoman period. In the post-Ottoman Lausanne Conference, despite all the efforts of the Turkish side, articles that protect the rights of non-Muslims and their being subject to their own laws were included in the text of the treaty. However, later on, non-Muslim minorities preferred the citizenship of Turkish Republic by disclaiming these rights. In this study, the representation status of these three old and outnumbering Greeks, Armenians and Jewish communities at the Turkish Grand National Assembly (TBMM) were discussed. Parliamentary activities of non-Muslim representatives in the Turkish Grand National Assembly during the Republican period were evaluated. It has been identified that these representatives, who have declared they are candidates for the Turkish nation in the multi-party period just like in the one-party period, were particularly interested in the problems of their own communities during their representation at the Grand National Assembly. Non-Muslim deputies took an active role in Turkish Grand National Assembly between the years 1935-1964. In total 22 non-Muslim representatives served in this process. While some of the non-Muslim MPs, such as Berç Türker and Salamon Adato, participated in the legislative activities in a very effective manner, there was no activity in any of the four years during which some MPs were in the parliament.

Osmanlı Devleti’nin toplum yapısının gereği yönetimi altındaki tebaayı çeşitli sebeplerden dolayı inançlarına göre gruplandırmıştır. “Millet Sistemi” olarak tanımlanan bu durum, tüm Osmanlı Devleti döneminde aynı şekilde devam etmemiştir. Osmanlı sonrası Lozan Konferansı’nda, Türk tarafının tüm gayretlerine rağmen gayrimüslimlerin haklarını koruyan maddeler ve kendi hukuklarına tabi olabilmeleri, antlaşma metninde yer almıştır. Ancak daha sonra gayrimüslim azınlıklar bu haklarından vazgeçerek Türkiye Cumhuriyeti vatandaşlığını tercih etmişlerdir. Bu çalışmada Türk toplumu içerisinde yer alan bu üç eski ve sayıca fazla olan Rum, Ermeni ve Yahudi cemaatlerinin TBMM’deki temsil durumları ele alınmıştır. Bu çalışma Cumhuriyet döneminde TBMM’de bulunan gayrimüslim temsilcilerin parlamento faaliyetleri değerlendirilmiştir. Tek parti döneminde olduğu gibi çok partili dönemde de Türk milleti adına aday olduklarını beyan eden bu temsilcilerin TBMM’de temsil görevleri sırasında kendilerine ait oldukları cemaatlerin sorunlarıyla da özel olarak ilgilendikleri tespit edilmiştir. Cumhuriyet döneminde gayrimüslim milletvekilleri 1923 ila 1964 yılları arasında TBMM’de daha yoğun olarak yer almışlardır. Bu süreçte toplamda 22 gayrimüslim temsilci görev yapmıştır. Gayrimüslim milletvekillerinden Berç Türker ve Salamon Adato gibi bazıları oldukça etkin bir şekilde yasama faaliyetlerine katılırken, bazı milletvekillerinin mecliste bulundukları dört yıl süre zarfında hiçbir konuda faaliyetlerine rastlanılamamıştır.
